    At March's TownHall meeting, GFCA's Land Use and Zoning committee chair, Jennifer Semko, provided an update on review activities and progress in the evaluation of the proposed rezoning and cluster development on the Brooks Farm property.  

    As part of its continued fact finding and investigation of the pending application, GFCA's LUZ and Environment (EPT) committees will hold a public committee meeting on Tuesday, April 14, at the Grange.

    The Planning Commission hearing on the rezoning application has recently been postponed to June 10, 2015. Approximately two weeks before that hearing, Fairfax County staff will publish a report and analysis of the application. Final approval of the application rests with the Fairfax County Board of Supervisors, who will consider the application on a hearing date that is not yet scheduled. In the meantime, the LUZ Committee will continue its ongoing efforts to both communicate community concerns to the applicant and County staff, as well as provide an ongoing source of information for Great Falls residents.

    On Feb 5, GFCA's Land Use and Zoning Committee (LUZ) held a public hearing on the process for the County's consideration of the rezoning application and development proposal submitted by Basheer Development for the 50-acre Brooks Farm property between Springvale and Walker Road.  Five members of County staff answered questions and over 50 Great Falls citizens attended.  

    This hearing was a step in GFCA's and LUZ's investigation and exploration of the proposal for Brooks Farm, issues surrounding it (environmental, legal, and community impact), and the determination of a position on the matter.  The final decision will be taken by the Fairfax County Board of Supervisors, with the advice of County staff, most likely sometime this summer.  GFCA and LUZ are actively working on the review, which includes active dialog with both the County and the developer.

    GFCA has also posted information from the developer on the proposal, including plans for the cluster development.

    Yesterday, an article appeared in the Great Falls Connection which covered the deer population problem in Great Falls, and the activities and discussions underway to find a solution. GFCA's Environment (EPT) Committee was featured.

    The GFCA Town Hall meeting on January 13, 2015 focused on deer management. 

    • Results of GFCA's 2014 survey of Great Falls residents on deer and forest health, lyme disease and deer/vehicle collisions were presented. 
    • Great Falls residents Lt. Col. Matt Allison, Jerry Peters and Catherine Sullivan discussed an innovative local program to encourage more deer hunting on private land in Great Falls.  Called "GreenFire", it promises to help reduce the deer herds that are denuding the forest undergrowth and the next generation of tree saplings. 
    • Excerpts of a science video were presented, demonstrating how trees and other species have returned to Yellowstone National Park through a deer and elk population control program.

    NPS is proposing an increase in entrance fees at Great Falls Park, and is seeking public comment. This would be the first entrance fee increase in nine years. The proposed changes would generate an additional $500,00 annually that would be used to improve park facilities, infrastructure and visitor services at Great Falls Park.

    A 3-day vehicle pass would increase from $5 to $15 (but for a 7-day pass). Annual Park passes would increase from $20 to $30 - still a comparative value compared to many recreation options. Motorcycle and Pedestrian pass fees would also increase.

    The owners of the 52-acre property known as “Brooks Farm” in Great Falls and developer Basheer & Edgemoore have applied to Fairfax County to rezone the property from RA (Rural Agricultural District) to RE (Residential Estate District) and proposed developing the property with 23 new single-family detached homes as a cluster subdivision. On December 3, 2014, GFCA hosted a public meeting regarding this rezoning application. The meeting was to allow the developer to present to the community its development plans, and for community members to ask questions and raise concerns. Speakers at the meeting included representatives of the developer and Fairfax County staff, as well as several Great Falls residents with concerns about the proposed development and its potential effects on the community. Roughly 130 Great Falls residents attended, as did Supervisor John Foust.

    On December 2 the Transportation Committee and representatives from neighborhoods that border Route 7 met to discuss the Route 7 Widening project. As this will have a significant impact on the community, GFCA felt that it was important to ensure that residents were aware of plans and had an opportunity to let the committee and GFCA know their opinions and concerns before the VDOT design is completed. While information gathered at this meeting has been sent to VDOT for their review and consideration, GFCA has not taken a position on these issues pending further discussion.

    The GFCA held a public discussion on cleanup plans for the Exxon groundwater contamination during our Town Hall meeting on November 11. About 60 residents and business leaders attended, and many questions were asked.

    Representatives of the Virginia Department of Environmental Quality (DEQ), Mr. Alex Wardle and Mr. Randy Chapman, presented.  As did representatives of Fairfax Petroleum.

    GFCA representatives reiterated our demand for a more robust and more complete cleanup.  On Dec 1, GFCA's President submitted formal comments asking that the plan be strengthened.

    The public hearing on Basheer Redevelopment's rezoning request, to allow cluster development on a 50-acre farm site along Springvale Rd, has been moved.  It will now be held on Wed Dec 3, 7:30 p.m., at Forestville Elementary School.  A large audience is expected.
